/etc/environment is used to set the PATH for the GUI so when you try to double click on the eclipse application the PATH variable is not the same as the one set in .bashrc which is only for the terminal window.

There are a lot of web posts which are incorrect out there. They say to set the VM path using vm args. This doesn't work.
